Committee forwards 2025 compliance letter on aviation museum funding match to Jan. 28 consent agenda

Cynthia Foley, council staff, told the Snohomish County Council Planning and Community Development Committee that the 2025 annual compliance certification letter states that Snohomish County complies with the interlocal agreement for development of an aviation museum and conference center and that the 33% matching fund requirement has been met. She reported payments in 2025 of $1,065,021 from the Snohomish County Public Facilities District and $563,708 from the Snohomish County Airport Enterprise Fund, which she described as a 52.93% match toward debt service and renovations to the Future of Flight facility.

Foley asked the committee to direct clerks to replace the chair name on the letter with the name of the 2026 council chair, Megan Dunn, because the original copy was submitted in 2025 when a different council chair held the office. "Motion 26-066 authorizes the county executive and the county council chair to sign the letter," Foley said. The committee chair asked if that swap could be made by verbal consensus; with no objections, the committee moved Motion 26-066 to the GLS agenda for consideration under the consent agenda on Jan. 28.

The referral does not itself approve or sign the certification; it forwards the item to the full council meeting for final action. The committee did not record a formal vote during this meeting. The next procedural step is consideration of Motion 26-066 on the Jan. 28 GLS consent agenda.
