Board members stressed the need for a full alternatives analysis assessing non‑dam options at comparable analytical depth and for consultation with tribal leadership before committing to a county position. Several commissioners recounted years of study and said local alternatives analyses were still being finalized and that tribal perspectives remain central to the decision.
Commissioners said they are willing to continue engagement with the Flood Authority but cautioned that any county vote would require education for the full board and more detailed information on funding, environmental mitigation and equitable outcomes across jurisdictions.
