Kolter Homes’ agent presented Artistry Lakes, a 446‑acre development proposed for annexation into Wellington and rezoning to a Wellington PUD. Lindsay Jean Louis (Urban Design Studio) said the plan proposes 579 single‑family lots (60‑ to 75‑ft widths), private and public recreational land (4.76 acres private, 12.85 acres public), and a 4‑acre civic pod. The applicant said lot depths (130–160 ft) increase usable rear yards while the project supplies enhanced buffers to neighboring properties and exceeds minimum landscaping requirements.
Staff told the board the village traffic engineer found the project meets Wellington’s traffic performance standards subject to conditions and additional traffic analysis prior to building permits; the developer will be required to fund any warranted signals and pay $61,000 to the school board in addition to standard impact fees.
Board members asked about the eliminated townhouse and commercial components from prior county approvals; Kolter said market analysis supports an all‑single‑family program. The board opened and closed public comment with no speakers, then unanimously recommended approval of the comp plan amendment, rezoning and master plan (ordinance and resolution numbers recorded by staff). Staff will forward the record and conditions to council for final action.
