A proposed 'Framingham Trust in Local Law Enforcement' ordinance was the subject of a lengthy council discussion on Jan. 20 and was referred to the rules, ordinance and ethics subcommittee.
Councilor Ward said the item restarts prior work from the last council and requested a subcommittee review. Councilors debated whether the draft contained language inconsistent with current Framingham Police practice and whether the sponsor should meet first with police leadership. Several councilors urged a subcommittee process to "thrash this out" and to ensure participation from police leadership; Deputy Chief Riley had attended prior discussions and was named as a stakeholder.
After extended remarks about the importance of collaborative drafting and the need to consider the welcoming-ordinance framework, a motion to refer the ordinance to the rules, ordinance and ethics subcommittee passed 9–2.
Why it matters: The ordinance would address local police practices and reporting requirements; subcommittee review will allow input from the police department and community stakeholders and reduce the risk of unintended consequences.
