Springfield City Council voted unanimously or by voice to approve a broad package of ordinances and budget items across land use, transportation and capital projects.
Council approved multiple zoning ordinance amendments and conditional overlay districts that update the official zoning map and the Land Development Code. Public comment had been taken on Dec. 15 for those items and no additional testimony was offered at tonight’s meeting.
On transportation, the council authorized an intergovernmental cooperative agreement to fund a US‑60/US‑65 access and operational study and appropriated $300,000 in federal Surface Transportation Block Grant (STBG) urban funds for the work. Council also approved STBG agreements for interchange aesthetics at I‑44/Kansas Expressway and for resurfacing of arterial and collector routes, with federal funds covering 80% of most project estimates.
Budget adjustments cleared the way for construction and rehabilitation work: council appropriated $3.1 million from property tax reserves to complete City Hall rehabilitation and approved a $1 million allocation from the Spring Forward half‑cent sales tax for neighborhood and park planning (split between the planning and parks departments).
The council also moved to adopt the 2024 edition of the International Fire Code with local amendments, updating the city’s fire prevention regulations.
