City wins $13.84M USDOT safety grant for South Campbell Avenue; staff outline related STBG projects and streambank stabilizations

City Manager (addressed in the meeting as "Mister Cameron") announced Springfield received a $13,840,000 USDOT Safe Streets and Roads for All (SS4A) grant to fund safety improvements on high‑entry segments of South Campbell Avenue. With the city's 20% match, the manager said total project funding exceeds $17 million and will support widening to six lanes in places, medians, sidewalks, stormwater upgrades, traffic calming measures and safer intersections.

Transportation staff also briefed council on three STBG‑funded items: (1) aesthetic improvements at the I‑44/Kansas Expressway interchange (estimate just under $510,000, 80% federal/20% local), (2) a $3 million STBG resurfacing program for arterial and collector streets (80% federal), and (3) right‑of‑way acquisition funding to support future Campbell Avenue improvements (estimated $450,000 total; 80% STBG). Scott Bachman, transportation planner, said staff will coordinate project timelines with ongoing bridge work to avoid conflicts.

Environmental Services staff described Clean Water Enterprise Fund appropriations totaling $9,000,000 across several streambank stabilization projects (Oscar Blum and South Dry projects among them) to protect infrastructure and water quality; staff noted a successful $23,000 grant from the Missouri Department of Natural Resources for some elements.

What happens next: Staff will advance design and bidding for the SS4A project and coordinate ARPA and STBG schedules to limit public disruption. Council approved appropriation ordinances and will receive construction and procurement updates as projects move forward.
