The advisory board voted to recommend $30 million in funding for phase 2 of the Springfield Art Museum project, after a detailed presentation from the museum and a lengthy discussion about fundraising risk, scope and timing.
Nick Nelson, the museum’s director, told the board phase 2 is estimated at $37.2 million and that, to date, the museum has secured about $41.8 million toward the overall project (phase 1 and prior work). Nelson described two funding scenarios presented to the CAB: a $33.4 million request over FY27–28 sufficient to complete the full scope, or a $30 million recommendation that would let the museum proceed with a value‑engineered alternative that removes the 900‑square‑foot Beacon Gallery and reduces the west education wing by about 3,400 square feet.
Museum and Friends’ representatives said donors are ready to support the effort but that closing a $3.4–4.0 million gap in a matter of months would be challenging without pledged cash. Board members debated whether the city should provide a partial allocation now or guarantee the full target; supporters said a $30 million commitment would let the museum begin work and incentivize private donors to close the remaining gap, while others urged caution and a fundraising plan before guaranteeing additional public funds.
A motion to recommend $30,000,000 for the museum over fiscal years 2027 and 2028 was moved, seconded and approved in a roll‑call vote. Staff and board members said the museum will continue private fundraising, and that staff will coordinate budgeting logistics with finance so construction cash will be available when the project reaches bid and mobilization stages.
Next steps: staff will forward the board’s recommendation to city council and work with museum leadership on schedule, fundraising updates and project phasing; the board requested a fundraising update in the months ahead.
