The Lowell School Committee discussed proposed revisions to the district’s K–12 assignment policy (policy JCA) on Jan. 21, including a recommendation from administration to return from three lotteries to a single lottery. Administration said the change is intended to place most students earlier in the process and reduce uncertainty for parents.
District staff explained the timeline for implementation would require planning to shift registration logistics and that the majority of kindergarten enrollments are received before mid‑May. "Most of our kiddos, almost 80%, are actually enrolling around May 15," Dr. Pinto said, arguing a single lottery would allow families and schools to know placements sooner.
Committee member Mister Bahu raised concerns about the change, including the need for more information about how the policy would affect lottery schools, siblings, out‑of‑zone placements and whether a policy subcommittee should review details. Superintendent Skinner and staff recommended a short subcommittee/special meeting to walk through specifics while preserving the option to approve the policy promptly if the committee desired.
After further discussion Miss Martin moved to schedule a 30‑minute special meeting next week to address outstanding questions; the motion passed by roll call (7 ayes). The committee did not adopt the assignment policy that night and directed staff to provide additional information at the special meeting.
