Council adopts contract for Karnataka Park construction over dissent on maintenance facility funding

The Denver City Council adopted Resolution 25-21-28, a proposed contract with Mark Young Construction LLC to construct a new Denver Parks and Recreation facility at Karnataka Park.

Councilmember Torres put the resolution on the floor for adoption. "I move that Resolution 25-21-28 will be adopted," an on-floor speaker said, and the motion was seconded. During discussion, Councilmember Gilmore said she would vote no, arguing the process lacked transparency and questioning the allocation for maintenance facilities in Green Valley Ranch. Gilmore referenced a maintenance-facility improvement study that she said dated to 2011 and noted the study estimated earlier funding needs at about $1.8 million for a Green Valley Ranch Far Northeast satellite shop; she said the current proposal provides about $2.5 million for a maintenance shop and that the study is outdated.

Madam Secretary conducted a roll call. The tally showed Gilmore voting No and the other members voting Aye; the secretary announced "12 ayes" and declared the resolution adopted.

Gilmore said she would oppose projects related to maintenance facilities because of perceived failures in transparency and oversight. Council did not reverse the adoption and the contract was recorded as adopted on the meeting record.
