Councilmember Torres put the resolution on the floor for adoption. "I move that Resolution 25-21-28 will be adopted," an on-floor speaker said, and the motion was seconded. During discussion, Councilmember Gilmore said she would vote no, arguing the process lacked transparency and questioning the allocation for maintenance facilities in Green Valley Ranch. Gilmore referenced a maintenance-facility improvement study that she said dated to 2011 and noted the study estimated earlier funding needs at about $1.8 million for a Green Valley Ranch Far Northeast satellite shop; she said the current proposal provides about $2.5 million for a maintenance shop and that the study is outdated.
