The Westborough Housing Partnership Committee voted Friday to accept a Local Action Unit (LAU) application for 25 Connector Road, a developer proposal to convert the Avia extended‑stay hotel into long‑term rental apartments and increase the project’s affordable housing component to 25 percent. The vote was unanimous, 5–0.
The committee heard the application presentation from Marco Hagen of MCO Housing Services, who said the firm prepared the LAU package on behalf of 25 Connector Owner LLC and was available to answer questions. Chair and committee members confirmed the planning board had issued a special permit and that the application included the components required by the Executive Office of Housing and Livable Communities for LAU certification.
Committee members reviewed the subsidy and local‑preference rules. The Chair explained local preference may apply to up to 70 percent of the designated affordable units and described how preference positions applicants on the project waiting list. One member noted the package shows a subsidy figure on the application; committee members said they had cross‑checked numbers and found them to align with the subsidy memorandum.
After brief questions the committee voted to accept the LAU application and authorize the Chair to sign and forward it to the Select Board for the Select Board’s final signature. "I will sign the LAU immediately after the meeting," the Chair said. Marco Hagen said after the vote he would deliver the materials to the Chair and thanked the committee.
Next steps: the Chair will sign and transmit the LAU package to the Select Board so the application can be submitted to the state for LAU certification.
