The Westborough Affordable Housing Trust voted unanimously on Nov. 14 to approve a Local Initiative Program (LIP) refinance request for Unit 11 at 3 Stagecoach Circle.
Why it matters: LIP rules limit refinancing interest rates to no more than two percentage points above the MassHousing rate and require the first mortgage to be under 97% of the unit’s maximum resale price. Trustees said the submitted refinance documents show a 6.625% rate, which falls within the allowable range given current MassHousing rates.
What happened: Speaker 6 moved to approve the refinance request; Speaker 7 seconded the motion and the trust voted 6–0 in favor. Trustee discussion focused on privacy concerns about the level of financial detail required in the packet; staff confirmed confidential financial statements would not be filed in the public packet and only the application cover sheet would be retained publicly.
Next steps: Staff was asked to notify the town manager and the Executive Office of Housing and Livable Communities that the trust approved the request; the select board is expected to review the application on the municipal side.
