PUEBLO WEST, Colo. — The Pueblo West Metropolitan District board on Dec. 8 approved two property actions: a transfer to Seacom Inc. and a sale to Iron Rock Development LLC for a Sprouts Farmers Market development, with a contractual amendment to preserve the district’s ability to resolve inspection objections.
Staff reported that a 2017 agreement with Seacom had performance conditions tied to development and employment. Matt Lund, director of business administration, said staff’s review found shortfalls in 2019–2020 but that aggregate employment metrics exceeded the intent of the agreement and that COVID-19 affected 2020 performance. The board accepted Seacom’s counter and approved transferring 658 East Spalding to Seacom in exchange for payment of $5,357.15 to satisfy the outstanding obligation.
On a separate land sale, staff presented an offer from Iron Rock Development for five parcels in Track 367 intended for a Sprouts Farmers Market. Board counsel and directors identified a contract table omission: the inspection resolution deadline was listed as "not applicable," which could allow an objection to terminate the contract without opportunity for resolution. The board amended the sale resolution to add a 30-day inspection resolution deadline following the feasibility period and approved the sale with that change.
Both actions were approved by board vote and will proceed to closing steps and any needed administrative follow-up.
