The Urbandale City Council approved first readings and a comprehensive‑plan amendment to rezone 10841 Douglas Avenue from Highway Commercial to a PUD that would accommodate a mixed‑residential multifamily development of roughly 50 units.
Staff said the city purchased and demolished the former motel structure and solicited proposals; the selected developer (Volker) proposed two buildings with interior and exterior amenities, a dog run, playground and reduced parking (a 65‑stall design). Staff and the Planning & Zoning Commission recommended approval to align the parcel with adjacent mixed‑residential designations.
Travis, representing the development team, said the team is preparing an IFA financing application and expects to submit a development agreement in February with an IFA application in March. Council members asked about sidewalk connectivity, handicap parking distribution and pedestrian access to Douglas Avenue; staff confirmed sidewalk conditions and noted future site‑plan refinements will address guest parking and connectivity.
Council approved motions to amend the comprehensive plan and to adopt the first reading of ordinance 2026‑14; further review, an IFA award and a formal site plan will be required before construction can proceed.
