The Morgan County commissioners approved a series of routine contracts and program agreements and handled a mix of action and administrative items.
Election equipment maintenance: The board approved a multi-year annual maintenance agreement for the county’s voting equipment vendor (referred to as MicroVote/Infinity in the transcript) at $15,000 per year through Dec. 31, 2029. Elections staff told commissioners funding for the maintenance is included in the current budget and asked the chair to sign the agreement.
Public health MOUs: Trish Runnegan, the county health director, presented addenda to five memorandums of understanding tied to prior Health First Indiana grant awards and to an ongoing nursing service (Nursing Direct Connect) that supplements STI prescriber coverage. Commissioners moved, seconded and approved MOUs for Saint Francis Health Foundation, Barbara Jordan YMCA (YMCA of Morgan County), Borden County Health Department collaboration, Peace Restore Inc., and Ashley Mullen for Nursing Direct Connect.
Procurement actions: Administrator Kyle asked to post a request for information (RFI) for countywide mail management services and to publish a request for proposals (RFP) for a vendor to operate a new recycling site opening in Centerton this spring. Both items were approved; staff said the RFI will not itself award a contract and the RFP timeline targets a Jan. 29 publication date for both documents.
Annual agreements: The board approved several 2026 service agreements included in the commissioners’ budget: Morgan County Connect Sycamore service ($47,000), Sycamore service ($54,000), Morgan County Fairgrounds ($150,000), and Morgan County Soil and Water ($67,050). The soil-and-water representative described education, watershed assessment and volunteer stream monitoring work.
Engineering agreement tabled: A proposed contract with the Lochmiller Group to provide on-call engineering services for the highway department was tabled after a commissioner requested the vendor’s rate sheet for consistency with other contracts. The item will return when rate information is available.
Other routine business included acceptance of several board conflict-of-interest disclosures and administrative appointment-letter adoption.
