At its Jan. 20 meeting the Belleville City Council recorded the following formal actions:
- Appointment: Approved appointment of Steve Matthews to the Historic Preservation Commission to serve the remainder of a one-year term expiring 06/05/2026 (motion and second; voice approval recorded).
- Minutes: Approved city council meeting minutes of 01/05/2026 (motion and second; voice approval).
- Claims and payroll: Approved claims and disbursements of $1,156,894.60 and payroll of $1,076,067.22 following roll call; motion carried.
- Treasurer's report: Approved the treasurer's report for Nov. 25 and statement of cash and investments for Nov. 2025 (motion carried).
- Police hires: Approved lateral hires of Artes Harden and Brett Weingartner as probationary police officers effective 01/21/2026 (motion and roll call; motion carried).
- Streets & grades / infrastructure: Approved phase 1 archaeology survey from SCI not to exceed $5,000 for Cool Valley drainage improvement (TIF 3) (motion carried).
- Development agreements: Approved motions to support downtown development projects (see separate article); council clarified an ADA contribution cap of $15,000 tied to potential sidewalk/ADA work.
- Ordinances/resolutions: Adopted Resolution 35-61 to formalize the joint funding agreement with IDOT for the proposed Freeburg Avenue roundabout; adopted Ordinance 94-53-2026 amending Title 15 (building code) section 150.37 on dumpster permits after reading by title.
- Motor fuel claims: Approved motor fuel claims in the amount of $46,073.41 (motion carried by roll call).
- Executive session: Moved to enter executive session to discuss appointment/personnel, litigation, workers' compensation and property acquisition/transfer under 5 ILCS 120/2(c); motion and second approved.
The meeting included several event-permit approvals and routine communications; where roll-call votes were recorded some council members registered 'No' votes on specific items but the motions carried by majority vote.
