Olivia presented a proposed amendment to the Ray Street Ventures redevelopment agreement for properties at 118 and 120 South Ray Street to extend the project completion date from March 31, 2026, to Oct. 31, 2026. She said the original redevelopment agreement (authorized Feb. 24, 2025) defined project completion as issuance of a certificate of occupancy.
Developer Patrick Singer addressed the committee and thanked the council for its support. He said unforeseen construction hurdles are common when rehabilitating older buildings and that the team planned for a conservative extension to avoid returning for multiple time changes: "our plan is to be done by the end of summer," he said, but the developer requested October 31 as a buffer. Council members expressed support and noted the presence of a general contractor as a positive sign for timely completion.
A motion to place Resolution 2026‑01‑005R (the extension to the redevelopment agreement) on the consent agenda was moved and seconded and carried by voice vote.
