At its Jan. 19 meeting, the Lock Haven City Council took actions on capital and grant items that city staff said will fund infrastructure and park improvements.
Wastewater: The council approved Resolution 2026‑03 to appropriate $4,140,000 for wastewater treatment improvements. The motion was moved, seconded and approved on roll call during the meeting.
CDBG and Family Service Agreement: Council approved a recipient agreement to allocate $15,000 from the FY2023 CDBG award to the Family Service Association of Northeastern Pennsylvania to support the 211 helpline, formalizing an earlier allocation recorded in the packet.
Parks / DCNR: Staff reported receipt of a DCNR grant of $215,000 for park improvements (reported in the transcript as "Henne/Hina Park"), which, combined with previously allocated CDBG funds (listed in staff remarks), brings the total funding for the park improvements to $532,363. Staff said they are awaiting the 2025 CDBG contract and the DCNR contract before beginning work; planned improvements include restrooms, playground upgrades, a walking path, additional pickleball courts and a new basketball court.
The council also considered and approved issuance of notices of intent to award multiple city contracts listed on the agenda (general mechanical and other work) and authorized staff to proceed with contract award steps as recorded.
Next steps: Staff will execute contracts and begin project procurement once required contracts and awards are finalized and monitoring/administrative conditions are met.
