Baberton City Council adopted multiple budget and contract measures in its final regular meeting of 2025 on Dec. 22.
Council adopted Resolution 182-2025 to add an AXA Equitable Roth 457 plan and declared an emergency. The consent agenda also included Ordinance 183-2025, authorizing a change order for a $25,649.47 increase to Kenmore Construction for the Worcester Road West emergency water-main replacement; and Ordinance 184-2025, supporting applications to the Akron Metropolitan Area Transportation Study (AMATS) for grant funding to support future road resurfacing projects. Council suspended the rules under section 5.1 of the city charter to consider these items and then adopted the consent agenda by recorded roll calls.
Finance chair Missus Thompson presented and council adopted Ordinance 185-2025, which modifies appropriations within certain departments and funds to cover expenditures through the end of the fiscal year. The council also adopted Ordinance 186-2025, which adopts a temporary 2026 budget for various city funds starting Jan. 1, 2026. Both measures were presented as emergency ordinances and passed after motions to suspend rules and adopt.
On third reading, the council adopted Ordinance 172-2025 to enter into a contract with Haas and Stopp Architects for architectural services on the City Hall and Justice Center project and Ordinance 173-2025 to enter into a construction-manager-at-risk (CMR) contract for the same project. The motions to adopt were moved by Missus Thompson and seconded by Mister Heideck; for Ordinance 173-2025 Miss Gerhardt recorded a dissenting vote while the motion otherwise carried.
Miss Gerhardt introduced Ordinance 187-2025 to amend ordinance 87-2025 by changing ballot wording related to Sunday alcohol sales from the November 2025 ballot to the May 2026 primary election and declaring an emergency; the council suspended the rules and adopted Ordinance 187-2025 on a roll call vote.
The council approved an appointment of James Sundarach to the Summit County Board of Health to represent the city immediately through Dec. 31, 2029, following a motion from Missus Thompson and a second from Mister Heideck. The clerk also announced a new liquor license (class D-5/J D-6) for La Mia Cucina LLC at 542 West Park Avenue; no objections were recorded during the meeting.
