Danvers approves secondhand-dealer license for Fashion Jewelry and Repair

The Select Board voted to approve a secondhand-dealer license for Fashion Jewelry and Repair, an outlet the applicant said will buy and resell precious metals from customers at Unit 125 in Liberty Tree Mall.

Miriam Wingate, who introduced herself as the shop owner, told the board the business will "purchase, buy gold from our clients" and re-sell it. She said her staff will require a government photo ID (driver's license) and will not purchase from anyone under 18. "If you don't have a driver's license, we're not purchasing anything from you," Wingate said. She said items are retained for about two weeks and that the shop keeps an electronic record with a copy of the ID, the customer's full name, address, date of birth and the date and time of the transaction.

Town staff confirmed the applicant had been provided a copy of Chapter 10 (the town bylaw governing sale of junk and secondhand articles) and that the police department had vetted the applicant. The Town Clerk stated the paperwork was in order.

After asking a final question about current gold prices, a board member moved to approve the application "for the sale of junk and secondhand articles for the application of Mary Ann Wingate, DBA Fashion Jewelry and Repair, 100 Independence Way"; the motion was seconded and approved by voice vote.

The license approval followed a public hearing during which no members of the audience spoke. The Town Clerk will maintain the application record and any documentation required by Chapter 10.
