Commission debates strategic goals, outreach and tightening grant timelines after payment delays

The commission spent substantial time refining a condensed strategic-goals draft for 2026 and discussing priorities for the year. The chair said the task force had condensed the 2020–25 plan and would present a draft for a vote at the next meeting after commissioners submit edits.

A commissioner asked for a clear outreach and public-engagement bullet to be added to the draft, arguing the document focused heavily on serving artists and arts organizations but should better signal efforts to engage the broader community. "I think one of our main goals is to publicize, encourage engagement of the community in the arts," a commissioner said, recommending that language be added to the outreach section.

Commissioners discussed formats for engagement, including public panels, workshops and a cohort model in which successive groups of grantees or organizational representatives participate in training, networking and follow-up sessions that build relationships and shared capacity. One presenter cited ArtEquity-style cohort examples and proposed linking cohorts to grant cycles so awardees move through training together.

Staff and commissioners also addressed grant-timing problems from the prior year, noting slow legal and contract reviews and frequent turnover in the city legal team. Holly said staff will meet with the city legal department before launching the next application round to streamline forms and reduce delays; staff named the attorney currently assisting as Audrey Bridal. Leila and others acknowledged a loss of trust among some grantees who faced long waits for payments and urged clearer expectations in award notifications (for example, telling applicants upfront that payments may take months).
