Council staff recommends comp-plan change, industrial zoning near Loop 363 with buffering and noise conditions

Temple — Planning staff advised the City Council on Jan. 15 to amend the future land-use map for an area near Loop 363 and approve light-industrial zoning for a pending development proposal.

Staff said the area is currently mapped as residential and neighborhood services in the 2020 comprehensive plan but that recent industrial development along the rail line and collector streets supports changing the map to industrial. The staff presentation noted required notifications (published notice in the Temple Daily Telegram) and said the development review committee and the Planning & Zoning Commission both recommended approval.

Staff outlined recommended conditions: a 100-foot building setback from boundaries, vegetative and berm screening between proposed industrial buildings and adjacent single-family residences, a photometric plan to limit light spill, and a post-construction acoustical verification prior to issuance of certificates of occupancy. Staff also said proposed vehicle access points would require TxDOT review and approval.

Council and staff discussed the scope of noise mitigation and the need for a formal noise study and plan. Staff said minor site-design changes could be approved administratively, but significant alterations would require additional council review. No final council vote was recorded during the workshop; staff said they would present more detail at the regular council meeting.
