District staff told the finance and facilities committee on Jan. 20 they plan to pursue a Commonwealth of Pennsylvania public-school facility-improvement grant, recommending the district prioritize SRS roof work to maximize chances of receiving funding.
Staff described the grant parameters: eligible project total cost must be at least $500,000 and not more than $5,000,000, the grant may cover up to 75% of eligible costs and districts must provide a 25% match. The application deadline is March 13. Staff said SRS emerged as the district's most immediate roofing priority after an updated survey and proposed a renovation approach that would avoid a full roof tear-off where feasible to reduce cost.
The administration said pre-bid and mandatory walkthroughs for roofing contractors have already occurred and bids are due in early February so the district can complete bid scoring and include procurement info in the March 13 grant submission. One board member asked whether a partial renovation could leave the district needing a full replacement soon after; staff replied the independent assessment recommended renovation rather than full replacement in most areas but that the approach was based on expert evaluation.
Why it matters: roof failures can force emergency repairs and interruptions to school operations; prioritizing an SRS renovation through a competitive state grant can stretch local capital funds. Staff noted the district previously last completed a roof survey in 2020 and that bid-based pricing and a targeted renovation approach make a grant application more competitive.
What's next: staff will finalize bid scoring and submit the March 13 application; if the district is awarded funds it will proceed with contracting and work assignments under standard procurement and construction oversight.
