Board authorizes interim agreement with English for courthouse schematic drawings; vote 4–1

The Nottoway County Board of Supervisors voted to authorize an interim agreement with English Construction limited to schematic drawings prepared by Moseley, the architect selected for the proposed courthouse project.

County attorney and staff explained the interim agreement will deliver schematic drawings to the Commonwealth’s attorneys and judges for review, address questions raised by the courts about scope and sizing, and allow the county to seek final approval before entering a comprehensive construction agreement. County staff said the interim work is expected to be completed by approximately April 1 for schematic submissions and that English and Moseley have indicated they're willing to proceed on that timeline.

Supervisor Bowen asked for authority to sign the agreement; a motion was made and seconded and the board approved the request with a roll call: four supervisors voted "Aye" and one voted "Nay" (Supervisor Rolfe). The county attorney reiterated the interim agreement is limited to design work and that any sums paid under the interim agreement would be credited toward a later, full construction contract.

Board members noted the arrangement should not bind the county to final construction terms and emphasized the need for continued engagement with the Commonwealth and the judges before obligating additional funds.

The board's vote to approve the interim agreement was recorded in the meeting minutes and staff were directed to proceed with the schematic drawings process under the limited interim scope.
