Committee approves Leroy’s Kitchen road-closure permit for 'Nichols Rescue' with accessibility and insurance conditions

The Punta Gorda Development Review Committee on Jan. 23 recommended approval of event permit 26-00100005 for 'Nichols Rescue — Until Every Shelter Is Empty' at Leroy’s Kitchen with conditions including a police detail and documentation requirements.

Staff reiterated that a police officer is required for road closures involving alcohol and asked about event hours; staff and the applicant discussed closure logistics for Sullivan Street to allow restaurant access and to leave a second entrance open. Lee Richardson, identified for the record, explained there is no on-site parking and that attendees will use city parking garages; restroom access would remain through nearby restaurants.

Dave Myers, right-of-way supervisor, said the city requires an MOT plan and recommended meeting with Jim Finch to finalize routing. Urban Design requested that the applicant designate an ADA coordinator, provide IRS certification (501(c)(3)) for the beneficiary organization (Nicole's), and submit a certificate of insurance naming the city as additionally insured; the applicant said such certificates are typically on file and will be provided if needed. Urban Design also asked the applicant to identify on- and off-site parking on a site plan and to supply a copy of the alcohol beverage license.

After review of conditions, a committee member moved to recommend approval with the conditions and comments provided; the motion was seconded and carried.

The committee’s recommendation is conditioned on submission of the MOT plan, ADA and IRS documentation, and insurance and licensing documents before the permit is finalized.
