Sarah Mullen, LPSCC executive director, said the carry‑forward covers the balance of a CJC Justice Reinvestment Program award (supporting victim services passthroughs and personnel) and a BJA 'reimagining justice in Cully' grant intended to increase provider spending this fiscal year; the BJA portion was reported at $532,121 and is largely contractual passthrough to a community partner.
Presenters said the carry‑forward allows the county to fully spend awarded federal funds before moving to new grant cycles and to support community partner spending that increased in the prior year. Commissioner Singleton and other commissioners praised the community engagement element of the project and requested an after‑action report to inform replication.
During public comment Lightning encouraged oversight of the county’s forthcoming body‑worn camera program and said oversight committees should monitor complaints and footage; staff noted that oversight and low‑barrier approaches during activations are topics receiving attention.
