Supervisor outlines precinct boundary fix for annexed RV park; staff to submit change to state

Election Supervisor Shannon Nettles told the Board of Elections and Registration Jan. 15 that staff will propose a modest precinct boundary adjustment to resolve a discrepancy created when a small RV park was annexed into the City of Kingsland.

Nettles said the site has “roughly 25” registered residents and is technically in District 2, but the ballot and municipal combinations meant the only feasible local fix was to extend the East Kingsland precinct northward to include the park. She said staff worked with the county’s GIS team and emphasized care for voter privacy because the site is small.

The plan will not be implemented locally until the board submits the proposed lines to the state board of reapportionment for review. Nettles said she expected the state review would not take long, noting that a 2023 precinct-request review was completed in about a week.

Nettles also reported on routine voter-roll maintenance: merging duplicate registrations and checking online registrations; and on the county’s budget position, saying the office had spent "about 43% of our budget" through December.

Board members asked for historical context and assurance that the change conforms to district and municipal ballot combinations; a public commenter, Mary Beckman, praised the solution and requested the board revisit guidance that could disqualify certain business addresses as domiciles for voters. The board asked staff to return with answers at the next meeting.
