BISD trustees briefed on Update 1-26: timelines, purchasing threshold and DEI-related policy changes

At the Jan. 12 meeting district staff presented Update 1-26, a package of policy and compliance changes that the board reviewed for information.

Presenter Tommy summarized multiple edits and statutory adjustments that will require policy revisions and administrative follow-through. Among the highlights he cited: a local meetings policy change affecting notice requirements, housekeeping edits, four minor title changes, the addition of Texas Cyber Command as an agency reference, and a change to the competitive purchasing threshold "from $50,000 to $100,000." He described that threshold change as significant for procurement practices even if most construction contracts exceed the new threshold.

Tommy also highlighted other items: new limitations or clarifications on employees' secondary employment, a statutory daily-rate calculation for employees, extended or altered timelines for responding to complaints, new syllabus requirements (teachers to provide copies to parents at semester start), shortened reporting timelines for certain incidents (24 hours) and the explicit option to use video evidence in student discipline. He said many of the policy changes were timeline or procedural updates reflecting new state requirements.

The presentation was informational; the board did not take immediate policy-adoption votes on Jan. 12. District staff said they will continue to review and return with recommended policy language or implementation steps as required.
