Residents urge council to deny Pebble Creek rezoning, citing open‑space, drainage and traffic concerns

Multiple Pebble Creek residents used public comment to oppose a proposed rezoning that would allow 24 higher-density rental townhomes on land currently used for tennis courts within the Pebble Creek community.

"The proposal for rezoning of, Pebble Creek Drive is in direct conflict with the value set forth in South Carolina Enabling Act," Matthew Woods said, arguing the tennis courts provide essential open recreational space and that adding 24 rental units would concentrate population, increase congestion and be incompatible with the low-density character of the area. He asked the council to deny the rezoning request.

Gail Crawford, who said she recently moved to Pebble Creek and has experience as a residential builder and developer, reinforced those concerns and cited the "South Carolina Local Government Comprehensive Planning Enabling Act of 1994." She described the area as 3.3 miles of Stallings Road with multiple creeks and swamps, narrow two‑lane roads, and a history—she referenced 'Del Norte'—in which inadequate drainage led to county buyouts and taxpayer costs. Crawford said the original design was for a golf course and warned that infill development could create similar problems.

No formal vote on rezoning was recorded during this public-comment block; the speakers urged council members to uphold planning laws and protect recreational and scenic areas.
