Socorro council backs multiple grant efforts and ARPA adjustments, including a TxDOT rail‑grade separation application

The council on Jan. 15 approved a package of grant and funding actions designed to advance regional infrastructure and workforce projects and to realign ARPA spending for local priorities.

City staff ratified a letter of support for El Paso County’s application to extend Bob Hope Drive (no local financial impact) and a separate letter supporting a partnership application (El Paso Community College, Socorro ISD and Workforce Solutions Borderplex) for a Texas Workforce Commission jobs-and-education grant to establish a dual‑credit pathway for advanced manufacturing.

Staff also proposed changes to the city's ARPA spending framework, shifting $28,000 away from one project, adding $66,000 to a community wellness coordinator project to fund salary through Dec. 2026, and increasing surface‑transportation materials funding by $13,000. Staff reported the net change was zero and council approved the updates.

In a separate action, staff requested council authorization to submit a detailed application to TxDOT's off‑system rail grade separation program created by Senate Bill 155. Staff said the city’s preliminary application was selected to advance, the detailed application is due in January and the program could provide roughly $35 million for a grade separation at the Union Pacific crossing on Horizon Boulevard East; staff said the award would require no local match and that a recent survey showed 89% support among about 270 respondents. Council approved the resolution to proceed with the application by voice vote.

Council requested staff publish survey results and continue public outreach to respond to resident questions about costs and priorities.
