Council approved Angel placement; commission working through four shoreline and site permits

Staff listed four primary permits to complete: a site plan, a shoreline substantial development permit, a shoreline variance, and a conditional use permit. They noted associated technical documentation is needed, including a development application, site-plan narrative, critical area identification, a SEPA checklist, wetlands report, preliminary stormwater design, and a traffic study. Staff said they expect permitting steps to take time and estimated, based on staff input, that permitting could be roughly eight weeks out for the next milestone.

Commissioners discussed communications and outreach after noting an earlier public reaction to preliminary images; staff said they expanded council recaps to provide additional context. The commission will continue coordinating on the permit documents and public information materials; staff said donation funding sources are being used so the project would not require additional council funding action.
