To address testing costs the member proposed setting aside $100,000 from RDC excess funds, using means testing to determine eligibility, and reimbursing residents for testing expenses up to $1,200. The proposer outlined eligibility parameters as a house value of $450,000 or less and household income of $75,000 or less, and suggested the funding be reserved for three years and then revert to the originating fund if unused.
The proposer offered to make a motion; the motion was seconded and approved by voice vote. Commissioners discussed administration briefly, noting the auditor and "CJ" would work together to manage the program and that details would be brought back for any formal approvals required.
