At the Jan. 2 special meeting, the Historic Preservation Commission considered a Section 106 consultation letter from the Alaska DOT and Public Facilities for proposed improvements to the north end of Pioneer Park, including an expanded parking lot, new access on Nepega Road, vehicle plug‑ins, sidewalks, drainage work, a non‑motorized boat launch on the Chena River bank, Pager Road path improvements, and culvert and inlet construction.
Staff described the preliminary Area of Potential Effect and told commissioners that DOT’s submitted letter concluded there would be no adverse effect to historic properties. The staff presentation noted that geotechnical testing (six test holes to depths up to 12 feet) had been executed prior to SHPO concurrence and was reported to SHPO on Dec. 1, 2025.
Commissioner (Speaker 2) said the plan appears to require some right‑of‑way acquisition for Pager Road widening and raised Section 4(f) questions under the Department of Transportation Act regarding potential use of park property. “If it is indeed an attractive and effective screen from the visual blight of the parking lot and the traffic noise from Pager Road, then I agree there’d be no adverse effect on historic properties,” he said, quoting language in DOT materials about proposed “decorative fence or landscaping” and asking DOT to specify what that means.
Another commissioner noted that Pioneer Park’s nomination as a historic district remains on the mayor’s desk and is not yet finalized, a point commissioners said bears on how the commission frames its comments. A commissioner also gave local historical context about the site’s Monkey Cabin and discussed its AHRS evaluation.
Staff agreed to ask DOT for more detail about noise‑mitigation measures and visual screening and to direct DOT to the meeting recording so DOT can hear commissioners’ concerns directly. No formal vote was taken; staff will include the commission’s comments in its response to DOT.
Next steps: staff will request more detailed design and mitigation information from DOT and submit the commission’s comments and recording to DOT.
