The city manager introduced Alastair Featherstone as New Rochelle’s new finance commissioner at the January 2026 regular legislative meeting.
Featherstone told the council he brings “approximately 20 years of a municipal finance experience, primarily as an investment banker, assisting issuers raise capital through bonds and bond anticipation notes, and assisting issuers with structuring their capital program and implementing their capital program.” The city manager said Edward Ritter has agreed to remain to assist with the transition to Featherstone’s leadership.
Council members welcomed Featherstone before proceeding to other business. The appointment was presented for introduction; the transcript records the introduction and his remarks but does not include a formal confirmation vote in the public portion of this meeting.
Featherstone’s remarks focused on his experience advising issuers on capital programs and rating goals; he did not provide a start date or contract terms in the recorded remarks. The city manager framed the appointment as a leadership change for the finance department and thanked Ritter “for his service and for agreeing to staying on to help us with the transition.”
