Winfield finalizes cooperative district paperwork, reviews draft lease involving 'Big Mike'

Council received an update that the cooperative district has been established and that the city has received a rough draft of a lease agreement prepared by the city’s attorney, Maynard Nixon. The agreement envisions a chain lease: the city would lease land into the cooperative district, which would then lease to a private operator referenced as 'Big Mike.'

A council member said the draft lease will undergo internal edits and then be presented to council for review. "I've received a rough draft of the lease agreement ... I are working through that," the council member said, indicating there are a "couple of changes to make" before the document is returned for council consideration.

No final lease action was taken; staff and counsel will continue to refine the draft and bring it back to the council for formal consideration.
