The Taft City Council on Jan. 20 adopted zoning ordinance amendment 20-25-16 to implement housing-element programs in the city's 2023–2031 housing element.
City Manager Jones said the amendment, introduced Dec. 16, 2025, would amend Title 6 to implement several programs including removal of constraints, accessory dwelling unit rules, housing production incentives and streamlining. The council opened the required public hearing, heard no public testimony, and closed the hearing before voting.
Council members moved to adopt the ordinance, waived a full reading, and found the amendment exempt from the California Environmental Quality Act under CEQA Guidelines section 15061(b)(3) because staff concluded the amendment would have no significant environmental effect. The motion passed on a 3–0 roll-call vote.
City staff said the changes implement programs tied to the adopted sixth-cycle housing element (2023–2031) and will be reflected in the city’s zoning code; staff will return if further implementing actions or public hearings are required.
