The Town of Jackson council voted unanimously to direct staff to include a facilitated retreat session on council rules and procedures after a staff presentation identified areas where the town’s local rules differ from guidance in the Wyoming Association of Municipalities handbook and Robert’s Rules of Order.
The town attorney reviewed multiple topics where the council’s rules add mayoral discretion—virtual attendance beyond three hybrid meetings in a rolling year, mayoral authority to move/second/debate from the chair, mayoral authority to alter agendas and certain interpretations of voting by extension or silence. The attorney described these as largely deliberate local choices, but flagged them as points the council may wish to reassess or clarify.
The attorney summarized the options: retain the status quo; direct staff to draft specific language to change identified rules; or include a facilitated retreat discussion to explore desired changes and the scope of any reforms. Several councilors supported the third option, saying a retreat facilitator could help the body focus on how it wants to work together and then let rules follow that functional decision.
Councilor Vemund moved to direct staff to schedule a facilitated discussion on rules and procedures at the 2026 town council retreat; Councilor Schechter seconded the motion, which passed unanimously.
Why it matters: the choices affect transparency, chair impartiality and procedural checks. Councilors asked for clarity about which topics they want addressed at the retreat and requested staff and the facilitator be given guidance on scope in advance.
What’s next: staff will incorporate a facilitated session into the retreat agenda and return with options and, if directed, draft language for rule changes.
