Commissioners discuss whether claims can be paid before formal approval

Commission participants discussed whether the city can pay certain vendor claims before the next formally convened meeting, with some members urging flexibility to avoid harming small vendors and others stressing the need for an authorizing resolution.

"I got claims that need to be paid," Speaker 3 said, pressing on the urgency of specific right-of-way parcel payments and other project-related disbursements. Speaker 1 said the commission likely needs a prior resolution on file to allow payments before formal approval and asked whether such a resolution existed. "I think we're supposed to have a resolution on file that allows that. Do you know if we have that from the past year?" Speaker 1 asked.

Participants also noted bond payments had already been made and that some items were not encumbered, creating administrative constraints. Speaker 3 said the right-of-way parcels were "waiting on to get paid" and that the commission needed to address the partial payments. Some members suggested approving a process to make emergency or necessary small-business payments and rectify formal approval at the next meeting; others urged following existing encumbrance and resolution requirements.

Because the meeting lacked a quorum, no formal decision was reached on whether staff could disburse payments in advance. The item will be revisited once the commission reconvenes and the agenda is republished.
