Representative Tom Walsh introduced House Bill 1466 to exempt trailers over 3,001 pounds or more than 10 years old from the state titling requirement, a change intended to ease administrative burdens for boat sellers and marinas that frequently lack certificates of origin for older trailers.
Joan Darje of the New Hampshire City and Town Clerks Association opposed the broad language, warning that large commercial trailers are currently titled in New Hampshire and exempting all such trailers could prompt companies to register in neighboring states. She said clerks could support a narrower bill that limited the exemption to boat trailers.
The New Hampshire Marine Trades Association and marina owners testified they face frequent lost titles and paperwork when buyers and manufacturers are out of business. John Wally, a marina general manager, said many boat trailers sit in storage and do not travel on public roads, complicating resale or trade when no title exists. DMV title bureau staff warned that reducing titling would reduce traceability and could open avenues for fraud; they noted VIN tampering and lack of national databases for trailer histories.
The chair signaled intent to form a titling subcommittee to consider targeted fixes and revenue implications; the bill will be considered further in subcommittee.
