The Arizona House of Representatives moved quickly from ceremonial opening to organizational business on the opening day of the 50th Legislature's second regular session.
Majority Leader Carbone moved to amend the House rules, specifically proposing changes to Rule 9, and the House voted in favor of the motion. Leader Carbone then moved that the amended rules be adopted as the rules of the House for the second regular session; the motion carried and the chief clerk was directed to record the action.
The presiding officer declared an emergency under the Arizona Constitution and ordered that bills on first and second reading be read by number and short title only and that third- and final-reading bills be read by number and full title only, "without objection," a procedural change intended to streamline session business.
The speaker announced the creation of additional standing committees for the session. The Committee on Artificial Intelligence and Innovation will be chaired by Representative Justin Wilmeth; the Committee on Rural Economic Development will be chaired by Representative Teresa Martinez. The House also appointed an organizational committee to notify the Senate that the House was organized and ready to receive business.
Clerks then read a lengthy roster of bills by number and short subject and identified committee referrals. The list included measures covering taxation, water and natural resources, education, health and human services, transportation, appropriations and a wide range of policy areas. The clerk's reading began with HP 2,011 and continued through numerous bills and resolutions.
Before recessing, Majority Leader Carbone moved and the membership agreed to stand adjourned until 1:15 p.m. Tuesday, Jan. 13, 2026.
