The Committee on Governmental Oversight and Accountability advanced a package of Open Government Sunset Review (OGSR) bills on a largely unanimous, noncontroversial basis, reporting each committee substitute favorably and sending the measures out of committee.
Senator Wright, sponsor of two measures, told the committee that Senate Bill 7,000 "prevents the repeal of [a] current public records exemption making the address and telephone number of a person provided public emergency shelter during a storm or catastrophe ... exempt from public records and inspections and copying requirements," and explained an amendment that sets a new sunset date of Oct. 2, 2031. "That is simply the bill," Wright said during discussion.
Wright also presented Senate Bill 7,002 to retain an exemption for Department of Military Affairs records stored in or transmitted via U.S. Department of Defense systems, citing the interaction with federal rules; the sponsor described a matching amendment that also sets a sunset of Oct. 2, 2031.
Other bills the committee advanced included: Senate Bill 7,012 (OGSR provisions for the Department of Highway Safety and Motor Vehicles related to titles, registrations, dealer licensing, driver's IDs and private inspection providers), for which Senator Mazzullo described an amendment changing the effective date to conform with the House companion; Senate Bill 7,006, which preserves exemptions for portions of Florida Public Service Commission hearings involving confidential or proprietary business information; and Senate Bill 7,008, which does the same for the Florida Gaming Commission.
Senator Martin presented Senate Bill 7,004 to extend protection for reinvestigation materials produced by conviction integrity review units in state attorney offices, saying the existing units supported saving the exemption beyond Oct. 2, 2026. Senator Arrington presented a committee substitute for Senate Bill 7,014 to extend two exemptions involving Department of Legal Affairs and law-enforcement investigations of social-media platforms through 2031, and Arrington also presented Senate Bill 7,016 to preserve an exemption for applicants' certain financial records (tax returns, credit reports) used in state or federally funded small-business loan programs.
Committee action was routine: sponsors waived further debate, amendments that set new sunset or effective dates were adopted by voice vote, and committee substitutes were reported favorably after roll calls. The meeting recorded no extended public testimony or opposition during the session.
