City staff: county agreed to interlocal annexation for Bamboo Lane under Florida statute

Planning staff told the City Commission that county staff have agreed to permit annexation of the Bamboo Lane enclave through an interlocal agreement consistent with a Florida statute dealing with enclaves. Kevin explained the procedural sequence staff expects if the commission approves the interlocal agreement at the Jan. 20 meeting.

Kevin described the chain of events: "So what the, chain of events will be, should the city commission approve this on the twentieth, then the County Commission will schedule the interlocal for the County Commission's approval. And then once they approve that, then the future land use and zoning changes for these properties will come back at a subsequent public hearing before the city commission." He noted that the statute signals a state policy to eliminate enclaves because of service-delivery problems for fire, police and infrastructure.

Staff said they would return with the future land-use and zoning items for public hearings after the county completes its interlocal approval. The interlocal agreement and subsequent zoning changes will determine the timing and conditions for formal annexation.
