Council separates minutes, refers city‑solicitor appointment to City Services and adjusts meeting calendar

At the Jan. 15 meeting the council handled routine but consequential procedural business: it separated the minutes of Dec. 9 and Dec. 18 for individual votes (approving Dec. 9 and postponing Dec. 18 for further review), and it referred the mayor’s appointment of Alan Seawold as city solicitor (order 26.008) to the City Services committee for additional vetting and updated supporting documents.

Councilors also considered multiple free‑cash appropriations for school uses. After discussion about the appropriate use of stabilization funds for recurring special‑education costs, the council moved three school‑related items (26.005–26.007) onto the consent agenda so they will be processed without extended debate at a future meeting.
