The Beavercreek Planning Commission approved a rezoning request for "Raider Row," a proposed commercial planned unit development adjacent to Wright State University, voting 5-0 to reclassify about 8.916 acres from A1 agricultural to CPUD. The applicant, Woodard Development LLC, said the project would provide food-and-beverage and retail options aimed at attracting and retaining Wright State students, faculty and staff and that primary access would be from Presidential Drive, a private university road.
City staff told the commission the site ‘‘is compatible with the land use plan’’ and recommended approval with conditions that bar certain B4 uses — including adult entertainment, kennels, pawn shops and funeral services — require four-sided architectural treatment on all new buildings and mandate enclosed dumpster screening. Staff noted the property sits in two jurisdictions and that city staff have coordinated with Fairborn on parallel zoning language.
Commissioners questioned whether Fairborn’s rules matched Beavercreek’s; staff said Fairborn’s restrictions are similar and that the two jurisdictions have coordinated. Commissioners also asked what would happen if future buildings straddled the municipal boundary; the applicant and staff said cross-jurisdiction agreements would be negotiated at the site-plan stage.
Chair moved, and the planning commission voted in favor on a roll call that recorded support from all five members present. The commission noted it would review any specific site plan when it is filed and that any residential component would require a separate rezoning to a mixed PUD. The rezoning advances to city council for final action.
