Representatives from Southern Land asked the Board of Mayor and Aldermen to participate in roadway improvements for Boyd Mill Pike between Stonewater Boulevard and Championship Boulevard.
Staff presented three options: (1) do nothing and leave the developer responsible, (2) perform a necessary mill & overlay and culvert replacement estimated at about $120,000 over the next two years, or (3) participate in a broader upgrade to bring the road to city standards at an estimated total cost of about $1.2 million, for which Southern Land requested a $400,000 contribution.
Southern Land said it already completed design work and would not seek reimbursement for survey and design; the company proposed widening the paved section by about 4 feet, adding shoulders and a sidewalk on one side, and relocating travel lanes away from an eroded blue‑line stream while preserving the stream alignment. The company estimated a design/permit and construction schedule that could complete the work within roughly 12–18 months after a contract is executed.
Aldermen discussed safety concerns, historical Heritage Road protections that limited prior improvements, and the developer’s payment of impact fees (cited at about $9.35M in impact fees for the larger development area). Several aldermen signaled support for option 3 (city participation) as a proactive safety investment, while others emphasized capital budget trade‑offs and noted that the city could instead fund a smaller mandatory repair.
Outcome: Staff recorded board direction toward option 3 with the intent to draft a contract contribution and return a scope/contract for approval; staff will follow up with details on funding sources and timing.
