Dealers, fuel retailers and NEVI funds discussed as Vermont plans charger network expansion

During the Jan. 13 House Transportation briefing, lawmakers and industry representatives discussed how charging infrastructure is expanding in Vermont and what gaps remain.

Matt Coda said federal NEVI money will deploy chargers but will not cover the entire state; he said existing motor-fuel retailers and some new-car dealers are investing in level 2 and level 3 chargers at larger, newer sites. “The gasoline sellers in Vermont, many of them are committed to providing that charge,” he said, and named in-state retailers who have made investments.

Committee members asked whether dealers’ chargers are publicly accessible and who pays for installations. Coda said manufacturers require dealers to invest in chargers to receive electric vehicles and that deployment models vary: some charging companies lease land, others have partnerships with retailers, and some retailers own the equipment directly. He noted installation requires adequate power supply and site square footage and said vendors previously cited six-figure costs for a single charger installation.

Lawmakers raised equity and convenience concerns, noting that residents without garages or dedicated parking face barriers to home charging. Members also discussed how chargers can support tourism and commerce by keeping EV drivers in towns longer while they charge.

Coda offered to provide additional data about which dealers and retailers have public-facing level 3 chargers and said the association will post monthly updates. The committee did not vote on policy or funding at the session.
