The city finance director presented Lafayette's FY 2024-25 Annual Comprehensive Financial Report prepared by Bedawi & Associates, who issued an unmodified (clean) audit opinion on the city's financial statements.
The presentation highlighted a $5,350,000 increase in the general fund balance for fiscal year 2025. The director said the movement was driven primarily by the recognition of $3,460,000 of ARPA funds in FY 2025 and explained that, excluding ARPA, revenues were over $2,000,000 higher than anticipated while expenditures were approximately $4,000,000 under budget because some projects will be completed in later years.
Council members praised the city's financial controls and the likely continued receipt of Government Finance Officers Association (GFOA) awards. Several council members cautioned the public that the sizable one-time elements in FY 2025, particularly ARPA recognition, are not recurring revenue sources and therefore should not create expectations of similar surpluses going forward.
Council action: this agenda item was presented as a "receive and file" report; no formal policy or budget action occurred at the meeting. Staff noted additional discussion of financial trends would occur later in the meeting as part of budget planning and the council's agenda.
The ACFR and related materials were submitted to the GFOA for a financial reporting award. The audit disclosed a small number of restatements related to compensated absences and GASB 101 implementation, described in the report's footnotes.
