Bridgeport board members on Jan. 15 discussed recommendations from state technical-assistance staff and agreed to send a draft of model board bylaws to the board's policy committee for detailed review.
Chair Jennifer Perez summarized a meeting with Deputy Commissioner Hughes, state technical-assistance staff (including David Erwin) and the city attorney in which the state recommended updates to board bylaws (including quorum and decorum provisions), reviews of policies in the 2000 and 3000 series, and cleanup of published policies on the district website. Perez said the state did not prohibit the district from starting a superintendent search but strongly recommended addressing governance and bylaw issues so candidates see a board that is functioning cohesively.
Board members discussed two model-bylaw versions and specific items such as electronic participation in executive sessions and the wording of the public-comment time limit (one member favored replacing "may" with "shall" to make a 3-minute time limit mandatory). The board agreed to refer the bylaw draft to the policy committee so members can provide focused input. Members also asked that policy references or page numbers be provided with draft language to ease review.
The chair asked the city attorney to review identified policy conflicts and the board agreed to work with the policy committee and the city attorney on a plan to implement recommended changes. Several board members urged collaborative committee review and public input during the policy-committee process.
