City HZC approves certificate of appropriateness for renovation at 241 East Scott Avenue

The Knoxville Historic Zoning Commission approved a Certificate of Appropriateness (1D26HC) on Jan. 15 for renovations at 241 East Scott Avenue in Old North Knoxville.

Planning staff described the project as enclosing a nonhistoric carport to create a garage, adding a 20‑foot‑wide rear addition clad in in‑kind fiber‑cement lap siding, and replacing nonhistoric windows on the rear elevation with 1‑over‑1 double‑hung windows. Staff said final garage door, secondary entrance and window specifications should be submitted to staff for review as a condition of approval.

Melinda, a staff member, presented details and said the existing carport (built in the early 2000s with prior HZC approval) can be enclosed in kind and that removal of the existing nonhistoric rear addition is appropriate if the door is salvaged for reuse. "Final garage door and window specifications should be submitted to staff for review," she said.

Sean Bollin, representing Old North Knoxville and the applicant, told the commission the neighborhood "unanimously supports this application" and that the applicant accepts staff recommendations. A commissioner moved to approve based on staff recommendations; the motion was seconded and passed by voice vote.

Staff asked the applicant to submit the final door and window specifications and double‑hung window details to ensure in‑kind trim and historic proportions prior to final sign‑off.
