Rising Sun administrators outline budget plans, staffing shortages and development timeline

The Town Administrator told commissioners that staff are preparing the next municipal budget and do not anticipate recommending a tax increase for 2026. He said the town expects a modest uptick in real estate tax revenue once two approved land developments begin site work, estimating site work might start around August with homes appearing later (estimates mentioned September or January 2027).

The administrator noted budgeted positions that remain open — including police department vacancies, a building inspector, and a code enforcement officer — and said timing of hiring for those positions will be coordinated with development progress. "We're not anticipating any recommendation of a tax increase," the administrator said, adding that the town will continue to seek “creative ways to provide services while tightening our belts.”

Commissioners and staff said recruiting police officers is increasingly difficult; one candidate currently in training was described positively by academy staff. The chief was referenced as having budgeted positions but the transcript did not include a direct statement from the chief.

Assistant Town Administrator reported that cash flow is strong in proprietary funds and that the water and sewer funds are performing well. Public works currently has an open position and the town is accepting applications.

Next regular meetings were set for Feb. 10 and Mar. 10, 2026. Town Hall will be closed Jan. 19 (Martin Luther King Jr. Day) and Feb. 16 (Presidents Day).
