Commissioners discuss pilot fenced drop-off sites and monitoring to curb roadside dumping

Commissioners discussed a pilot program to provide temporary, rotating drop-off sites for household bulky waste to reduce roadside dumping. Staff warned that the program would likely require coordination with the Georgia Environmental Protection Division (EPD) on regulatory requirements and that some grants (such as tire grants or other EPD programs) might offset disposal costs. Commissioners stressed the need for operation rules (proof of residency or a utility bill to prevent out-of-county usage) and recommended consulting with other counties and the city to learn operational best practices.

Commissioners gave staff direction to research costs, possible grants, permitting requirements, and monitoring strategies and to report back with a recommended pilot structure rather than taking immediate procurement action during the work session.
